Title National Health and Hospitals Reform Commission
Description The National Health and Hospitals Reform Commission was established by the Prime Minister and the Minister for Health and Ageing on February 25, 2008. The Commission has been established to develop a long term health reform plan for a modern Australia. The Commission is chaired by Dr Christine Bennett, current Chief Medical Officer of BUPA Australia Ltd who is supported by nine other Commissioners.

In June 2009 the final report from the Commission was presented to the Minister for Health and Ageing for consideration and review.

Title GP Super Clinics National Program
Description

Over four years, starting in 2007-08 the Australian Government plans to invest $223 million in the health system to establish GP Super Clinics across 31 locations, nine of which are in Queensland – Ipswich, Strathpine, Bundaberg, Cairns, Townsville, Redcliffe, Brisbane (South), Mt Isa and Gladstone.

The GP Super Clinics will allow new facilities and sites of excellence in primary health care service delivery and health professional education and training (with a multi-disciplinary focus) to be established in these locations.

A range of local consultation sessions for the program took place throughout 2008 and 2009 and the successful applicant for six of the nine sites in Queensland have been announced.

Title Maternity Services Review
Description

The Minister for Health and Ageing in 2008 ordered a national review of maternity services to canvass a range of issues associate with services across the spectrum of care including antenatal services, birthing options and post natal services. The Review is headed up by the Commonwealth Chief Nurse and Midwifery Officer, Ms Rosemary Bryant.

As part of the Review, the Minister for Health and Ageing launched a Discussion Paper titled Improving Maternity Services in Australia in September 2008. The Department sought comments and submissions on the paper up until 30 October 2008 and conducted a series of roundtable forums with a range of individuals and organisations.

The AGPN provided a submission to the Review, to which GPQ contributed.

The report of the Maternity Services Review was released in February 2009 and has been made available through the Department of Health and Ageing website.

Title National Preventative Health Taskforce and Strategy
Description

The Minister for Health and Ageing announced the establishment of the Preventative Health Taskforce in early 2008. The Taskforce will provide evidence-based advice to governments and health providers on preventative health programs and strategies, focusing on the burden of chronic disease currently caused by obesity, tobacco and excessive consumption of alcohol.

In October 2008, the Taskforce released a discussion paper titled Australia: the healthiest country by 2020, along with three technical papers.

The Taskforce called for submission on the discussion, which closed January 2009. The AGPN provided a submission, to which GPQ contributed.

In June 2009 the final report from the Taskforce was provided to the Minister for Health and Ageing for consideration and review.

Title National Primary Health Care Strategy
Description

The Minister for Health and Ageing announced in June 2008 plans for the development of a National Primary Health Care Strategy. Broadly, the Strategy will examine how to deliver better frontline care through better rewarding prevention, supporting the role GPs play in the health care team and encouraging a greater focus on multidisciplinary team-based care.

An External Reference Group Chaired by Dr Tony Hobbs will support the Government in developing the Strategy.

A discussion paper relating to the strategy titled Towards a National Primary Health Care Strategy was released in October 2008.

The AGPN updated its Primary Health Care Position Statement throughout 2008-09 which formed the basis of a Network submission to the Strategy.

In June 2009, a draft Strategy was provided to the Minister for Health and Ageing for consideration.

Title Australian General Practice Network Primary Health Care Position Statement
Description

The AGPN conducted work throughout 2008, to update the 2005 Primary Health Care Position Statement. A draft consultation document was released in August 2008 and comment and feedback from the Network was invited.

Discussions on the 2008 update also took place at the AGPN Forum in November 2008 and a further draft of the Statement for comment was circulated after this time.

The consultation period for the Statement concluded at the end of January 2009 and a final version of the Statement was released in March 2009.
